The Stanly County Tax Administration Department’s Mapping Office maintains the Stanly County GIS.  The Stanly County GIS is the Stanly County Geographic Information System.  This system uses ESRI’s ArcMap 9.2 software to maintain a database of real property and related information for Stanly County.  The ownership information included with these maps includes: property boundaries, road names, right-of-ways, acreages, lot dimensions, and district boundaries based on the deeds and plats recorded with the Register of Deeds Office.

Role of the Stanly County Tax Administration

In the spring of 2008, the Stanly County Board of County Commissioners merged the Tax Collector’s and the Tax Assessor’s Offices to form the Stanly County Tax Administration Department.  This new division is comprised of four divisions: the Real Property Division, the Personal Property Division, the Tax Collector’s Division, and the Mapping/Land Records Division.  The Real Property Division is responsible for appraising and assessing all real property in the county at its fair market value as of the effective date of the most recent reappraisal. The Personal Property Division is responsible for the listing, valuing, and auditing of personal property as well as business personal property.  The Personal Property Division also prepares the annual tax bills and the monthly vehicle bills. The Tax Collector’s Division is responsible for collecting annual property taxes as well as taxes that are levied by the municipalities, fire districts, and special districts in the county.  These annual tax bills can be on real estate, mobile homes, boats, business personal property, aircraft and other properties, in addition to any other fees or assessments as charged by the governing body. The Mapping/Land Records Division is responsible for maintaining accurate, up-to-date mapping of all properties and providing this information to citizens as well as other agencies, departments and branches of government.

The Mapping Office is responsible for maintaining the Stanly County property base map and real property ownership data, using the Stanly County GIS.

Assessing Real Property Values

The Stanly County Tax Administration is responsible for assessing real property values.  The county has reappraisals every four years, and the value of all real property is determined as of January 1st of the year of the most recent countywide reappraisal. The county’s last reappraisal was effective January 1st, 2017, and the next countywide revaluation which is currently scheduled to become effective January 1st, 2021.  Any inflation, deflation or other economic changes occurring after a countywide reappraisal cannot be considered until the next reappraisal.  The countywide appraisals use fair market value to determine appraised property value. This fair market value is an estimate of the most probable price in terms of money that a property would sell for on the open market given all conditions required for a fair arms-length transaction, with the buyer and seller each acting prudently, knowledgeably, and in their own best interest.

Under North Carolina Law, the Board of Equalization and Review presumes that an assessed value is correct unless the taxpayer proves otherwise.

Stanly County GIS

The Stanly County GIS is maintained by the Mapping Office of the Tax Administration Department.  The Mapping Office is responsible for maintaining the Stanly County property base map, which use 2015 color digital orthophotos. The Mapping Office is also responsible for maintaining real property ownership data, which includes property boundaries, road names, right-of-ways, acreages, lot dimensions, district boundaries and is all based on deeds and plats recorded with the Register of Deeds Office. The Stanly County GIS uses ESRI’s ArcMap 9.2 software, and allows people to access this information online at www.stanlygis.net. Those without internet access can also use departmental public access terminals to access the GIS system.

The Mapping/Land Records Department verifies all changes made to real property, including: new subdivisions, property sales, road changes and estate files.

Conclusion

In 2008, the Stanly County Commissioners formed the Stanly County Tax Administration by merging the Tax Collector’s Office and the Tax Assessor’s Office.  The Stanly County Tax Administration has four divisions: the Real Property Division, the Personal Property Division, the Tax Collector’s Division, and the Mapping/Land Records Division.  The Mapping/Land Records Division maintains the Stanly County GIS, which contains the county’s property records.
